The Community Sector NGO Grants for financial year 2024 – 2025 is managed and coordinated by the Community Sector Coordination Division of the Ministry of Women, Community and Social Development (MWCSD)

1. Objective

A pool of funds has been made available for the provision of assistance for non-government organisations (NGOs) wishing to undertake development projects contributing to one or more of the outcomes of the Community Sector Plan 2024 – 2028, as below:

  1. Good governance and inclusive development at the community level fostered.
  2. Empowerment of all, especially women, children, youth, persons with disabilities, and other vulnerable groups enhanced.
  3. Social outcomes for all, especially women, children, youth, persons with disabilities, and other vulnerable groups in the communities improved.
  4. Sector coordination, partnerships and strategic development strengthened.

2. Eligibility Criteria

To be eligible, NGOs must meet all of the following criteria:

  1. Be a Registered Incorporated Society, Charitable Trust through the Ministry of Commerce Industry and Labour;
  2. Have a community development focus targeting vulnerable groups;
  3. Work at national or island-wide level;
  4. Be a local NGO (the majority of the Board and staff are permanent residents of Samoa);
  5. Have a Board or another effective mechanism for community participation and accountability;
  6. Have an active membership and hold regular meetings;
  7. Be a Not-for-Profit organisation;
  8. Have a Constitution and/or a recent Strategic and/or Management Plan;
  9. Have a recent Financial Audit Report / Audit Opinion from a recognized local institution;
  10. Proposed project aligns with relevant Community Sector Plan 2024 – 2028 and the Pathway for the Development of Samoa (PDS).

3. Preparing the Application Form

There are two types of modalities that eligible NGOs can apply for.

Modality 1: NGO Capacity Support Program at the total value of WST300,000; Ending Violence Program Support for NGOs at the total value of WST100,000.

NGOs will need to prepare a total budget with reasonable estimates from suppliers to help determine the total cost of the proposal. Use these cost estimates to complete Attachment 1 (A B & C) and Attachment 3. NGOs may attach quotes from suppliers to the application form. NGOs may also budget up to 10% of the total value of the proposal for administrative costs. All other expenditures are to be directly related to implementing Activities. This type of proposal does not cover Operational Costs (staff salaries, etc) and payments are made directly to Suppliers.

Modality 2: Targeted NGO grants at the total value of WST1,240,300 (Samoa Victim Support Group, Mapuifagalele, Independent Water Scheme, Mapuipulotu, ADRA – Shelter Financing)

If the Community Sector Advisory Committee agrees that the organisation has robust financial procedures to account for funds, funds will be provided by acquittal with payments made directly to the NGO Project Account. Otherwise funding will be through direct payment to suppliers. With this type of proposal NGOs using funds to cover Operational Costs (salaries etc) will need to complete Attachment 2 and present the organisation’s total itemized annual budget including proposed funding from MWCSD (& other donor).

4. Proposal Submission

All Applications must be typed and delivered no later than 4pm, 14 October 2024, to:

NOTE: Briefing workshops will be conducted to assist interested NGOs with their application forms. If this support is required, please contact the MWCSD Office (Telephone 8427252) to register.

For all NGOs approved for funding:

  • It is compulsory for your organisation to participate in the Orientation Workshop which will provide all the necessary information for implementation;
  • Open a project account (if your organisation does not have an existing account).
